Driveway paving in Gloucester, urban curbs and rural culverts in one ward
Driveway paving in Gloucester costs $5 to $10 per sq ft for new asphalt on a curbed street, $8 to $14 to remove and repave, and $2.50 to $6 for an overlay. A semi-rural entrance with a ditch adds the $193 access permit and $112 culvert inspection, and Paving Experts Ottawa confirms which one you have before quoting.

Two kinds of entrance, one ward
Gloucester-Southgate takes in both urban streets and semi-rural frontages, and what happens at the road edge differs completely between them.
Curb-and-gutter accesses
On serviced streets the driveway meets a curb. The work is the depression, the apron and the tie-in, and the constraints are width and frontage. A private approach must be 2.4 m to 9.0 m wide and no more than 50 percent of lot frontage.
Ditch-and-culvert entrances
On semi-rural frontages the driveway crosses a ditch, which means a culvert built to City standard. That brings a culvert inspection fee of $112 on top of the $193 residential access permit, and the ditch has to keep working afterwards.
Permits take real time
City access permit processing runs six to eight weeks. That is not a queue you can skip in July. No permit is needed to resurface an existing access at the same size, which is why we establish scope before you book anything.
Completed project
Recent Project in Gloucester
A long, broom-finished concrete driveway running from the house out to a semi-rural road. A row of large boulders lines the lawn edge and keeps vehicles off the soft shoulder of the slab. Control joints are cut at even spacing along the full run, which matters on a driveway this long, where temperature movement adds up over the length.
Establish which kind of Gloucester access you have first
Everything at the road edge follows from this one distinction, and it is the first thing we settle on site.
Curb depression and apron, on a serviced street
The driveway meets a curb depression tied into the road, and surface water leaves at the road edge into the storm system. The work is straightforward, and the rules at the road edge are the whole constraint.
Ditch and culvert, on a semi-rural frontage
The entrance becomes a small piece of drainage infrastructure. A culvert built to City standard goes under it and has to be sized and set so water keeps moving along the ditch line rather than damming it.
Width and frontage limits
A private approach must be between 2.4 m and 9.0 m wide and no more than 50 percent of the lot frontage. Maximum driveway width is 6 m in Zones A to C and 50 percent of lot width in Zones D to F. At least 50 percent of the front lawn must stay soft landscaping, and artificial turf does not count.
Whether the work needs a permit at all
No permit is required to resurface an existing access at the same size. An extension of 1.8 m or less is exempt only if it is not asphalt, total hard surface stays under 50 percent of frontage, and it maintains 1 m from City infrastructure, 1.5 m from hydrants and 0.3 m from the property line.
A former township inside the city
Gloucester is a former township that was amalgamated into the City of Ottawa, and the ward of Gloucester-Southgate carries that mixed character today. Blackburn Hamlet sits inside it. Some properties front fully serviced urban streets with curb-and-gutter and sidewalks. Others front semi-rural roads with open ditches, culverts and no curb at all. Those are not cosmetic differences. They change the permit path, the inspection requirements, the drainage design and the cost. A quote written for a curbed access does not transfer to a ditched one. We look at the frontage before we look at the driveway, because the frontage decides how the rest of the job has to be built.

Our Process
How a Gloucester job runs
1
Identify the access type
First we establish whether your frontage is curb-and-gutter or ditch-and-culvert, because that single fact sets the permit path, the inspection requirements and the drainage design.
2
Confirm the permit scope
Resurfacing at the same size needs no permit. Changing width, position or an entrance over a ditch does, and processing takes six to eight weeks. We tell you which applies before you plan a date.
3
Build the access properly
Where a culvert is involved it is set to City standard and the ditch is left able to carry water. Where a curb is involved the depression and apron are tied in cleanly at the road edge.
4
Pave and walk it through
Granular in compacted lifts, asphalt inside the OPSS 310 temperature window, then a walk around the edges, the apron and the drainage with you before we leave.
What a Gloucester entrance adds to the driveway itself
Driveway rates are the usual Ottawa ranges. On a ditched frontage the entrance carries costs of its own on top, which is why we settle the access type before quoting anything.
Curbed urban access
$5 to $10 per sq ft, new asphalt
Remove and repave $8 to $14 per sq ft
Overlay $2.50 to $6 where the base holds
No permit to resurface at the same size
Water leaves at the road edge into the storm system
Ditched semi-rural access
Driveway rate plus $193 and $112
Culvert built to City standard under the entrance
$193 access permit plus $112 culvert inspection
Six to eight weeks of permit processing
Drainage work $1,000 to $3,000 where it is needed
Curb or ditch decides a Gloucester-Southgate driveway entrance
Gloucester is a former township, amalgamated into the City of Ottawa, and the ward of Gloucester-Southgate still carries that mixed character. Blackburn Hamlet is inside it. Some properties front fully serviced urban streets. Others front semi-rural roads with open ditches and no curb.
For most trades that distinction barely registers. For driveway work it is the first question, because everything at the road edge follows from it. A curbed access and a ditched access are regulated differently, inspected differently, drained differently and priced differently. The driveway itself might be identical in both cases and the entrance will not be.
Grading a ditched Gloucester driveway so water reaches the ditch
On a curbed street, surface water leaves at the road edge and enters the storm system. On a ditched frontage, the ditch is the system. The grade from the garage to the road has to deliver water to the ditch, not to the foundation and not into a low spot on the lawn.
Ottawa's guidance asks for positive drainage, a driveway grade not exceeding 6 percent and 150 mm of foundation clearance, and on a ditched lot those numbers are doing real work. Get the culvert wrong and the water backs up onto someone's property, usually yours.
The governing documents changed recently. Access By-law 2026-139 took effect on 8 April 2026, replacing Private Approach By-law 2003-447, Zoning By-law 2026-50 was enacted on 11 March 2026 replacing 2008-250, and a Hardscaping Contractor Licence has been mandatory in Ottawa since 1 March 2026.

Gloucester driveway questions
Our Gloucester property has a ditch, not a curb. What changes?
The entrance becomes a structure rather than just a surface. A driveway crossing a ditch needs a culvert built to City standard, and the ditch has to keep carrying water afterwards. Expect a culvert inspection fee of $112 alongside the $193 residential access permit, and expect the drainage design to drive the layout. It also means the grade has to work with the ditch line rather than against it.
Does a Blackburn Hamlet driveway need a culvert inspection?
Only if the entrance crosses a ditch. Blackburn Hamlet sits inside Gloucester-Southgate and frontages there vary, so it depends on your specific property rather than the community name. If your frontage is curb-and-gutter there is no culvert and no culvert inspection. We confirm which you have on the site visit before any permit work begins.
What does the City access permit cost for a Gloucester rebuild?
A residential access permit is $193, with a culvert inspection at $112 where a culvert is part of the entrance. Processing takes six to eight weeks, which is the number people underestimate most. If you are only resurfacing an existing access at the same size, no permit is required at all and that timeline disappears.
Can you widen a Gloucester driveway without a permit?
Only in a narrow case. An extension of 1.8 m or less is permit exempt only if it is not asphalt, the total hard surface stays under 50 percent of frontage, and it keeps 1 m from City infrastructure, 1.5 m from hydrants and 0.3 m from the property line. Anything wider, or any asphalt extension, needs the permit. Maximum width is 6 m in Zones A to C and 50 percent of lot width in Zones D to F.
