Asphalt paving in Ottawa, laid to the Ontario spec

Residential asphalt paving in Ottawa runs $5 to $10 per sq ft, about $3,000 to $6,000 for a 600 to 800 sq ft double, and $10 to $14 where a heavier build is needed. Paving Experts Ottawa paves to the OPSS 310 temperature spec and sends an itemised written quote after measuring on site.

What separates a good mat from a bad one

None of this is visible on the day it is laid. All of it decides how the driveway looks in year five.

Compacted while it is still hot

Hot mix has to be rolled before it drops below workable temperature. A 40 to 50 mm residential mat gives the crew minutes, not an hour. Under-compacted asphalt is permanently porous, and porous asphalt ravels.

The right binder grade

Ottawa's civil servicing standards specify PG 58-34 asphalt cement. The minus 34 is the low temperature grade. The city's record low is minus 36.1 C, so the binder here is chosen for the climate, not for price.

Depth you can check

Ask any contractor how deep the granular goes and what it is compacted to. The City's light duty road standard is 150 mm of Granular A over 300 mm of Granular B Type II at 98 percent Standard Proctor.

Why we will move your date rather than pave cold

OPSS 310, the Ontario Provincial Standard Specification for hot mix asphalt, is explicit. A binder course may not be placed unless the air temperature at the road surface is at least 2 C and rising. A surface course needs at least 7 C and rising. Specialty surface mixes need 12 C. Paving is not permitted if the roadbed is frozen, the surface underneath has to be dry at the time of placement, and spreading and compacting must be finished by half an hour after sunset. Those are not our rules and they are not a scheduling preference. A crew paving a driveway on a 4 C November afternoon is working below the provincial standard, and the mat they leave behind will not have been compacted properly. If the weather turns on your booked date, we move the date.

The base is where the money should go

Ottawa’s light duty pavement standard is 50 mm of HL-3 or Superpave 12.5 over 150 mm of Granular A and 300 mm of Granular B Type II, compacted to at least 98 percent Standard Proctor maximum dry density. The heavy duty section adds a 50 mm binder course and deepens the Granular B to 450 mm. An independent geotechnical report reviewed by the City for Riverside South recommended 90 mm of asphalt over 150 mm of Granular A and 375 mm of Granular B for local roads carrying no truck traffic. A driveway carries far less load than a road and does not need a road’s full structure, but the granular layer is doing the same job in both cases, and that job is mostly drainage. Frost damage requires a frost susceptible soil, freezing temperatures and available water at the same time. Here the first two are fixed, and a clean, well graded, properly compacted base is how the third one gets controlled.

Checks you can make yourself on paving day

OPSS 310 is the provincial specification for hot mix asphalt construction. It gives you objective tests instead of a sales pitch.

Read the thermometer, not the calendar

Clause 310.07.06.02 prohibits a binder course below 2 C and rising. Clause 310.07.06.03 requires 7 C and rising for a surface course, and 12 C for Dense Friction Course, Superpave 12.5 FC2 and stone mastic asphalt. OPSS 310 sets no calendar restrictions at all.

Check the ground and the surface

Paving is prohibited on a frozen roadbed and the surface being paved has to be dry at the time of placement. Both are visible from your own front window before the paver moves.

Watch the clock at sunset

Clause 310.07.04 requires spreading and compaction to be complete by half an hour after sunset. A crew still rolling an hour after dark is working outside the provincial standard.

Our Process

How we run an asphalt job

1

Probe and measure

We measure the real area rather than working from your estimate, check the fall from the road edge to the garage and probe for soft spots in the existing base.

2

Excavate and build the base

Dig to depth, place granular in lifts and compact each lift. Over soft clay this is where geotextile goes in, and it is the step nobody sees.

3

Lay and roll

Mix comes from the plant at temperature and gets spread and rolled inside the compaction window. Edges get hand worked and the apron tied into the road properly.

4

Hand over

We walk the edges, transitions and drainage with you and tell you when it will take traffic and when it will be ready for its first seal.

When the Ottawa paving season opens and closes

Three constraints set the working window here, and none of them are ours.

The plants set the start

Local asphalt plants close through the winter and colder early spring. In 2026 they reopened in the first week of May. No hot mix is available before that, whatever a booking calendar says.

Spring load restrictions

Ottawa applies seasonal load restrictions during the spring thaw, typically early March to mid May, limiting vehicles to roughly 5 tonnes per axle. Dates are set annually from a thaw index. Those are the trucks that haul aggregate and hot mix.

Cold patch fills the gap

The City filled over 106,350 potholes with cold patch across the winter and describes it plainly: useful because it can be applied cold, but generally a temporary repair that does not bond strongly and can loosen again under traffic.

Where an asphalt paving job is won or lost

Laying asphalt is the most visible step in a paving job and the least decisive one. Two crews can lay identical mix on the same day and produce driveways that diverge completely within three winters, because everything that determines longevity happened before the truck arrived or during the twenty minutes the mix stayed workable.

Hot mix asphalt is compacted, not simply poured. Rolling squeezes air out of the mat and locks the aggregate into a dense interlocking structure, and that only works while the material is hot enough to move. A 40 to 50 mm residential mat on cool ground loses heat from below and above at once, so the crew has minutes rather than the hour a highway lift allows. Miss that window and the mat sets with air voids running through it. Water enters, freezes and expands, the surface ravels, and a compaction failure in year one presents as potholes in year four.

Binder and mix grades for asphalt paving in this climate

The asphalt cement grade in Ottawa's civil servicing standards is PG 58-34. Performance graded binders are specified by the temperature range they have to survive, and the minus 34 is the low end. Ottawa's record low is minus 36.1 C, so the material specified for this city is engineered within two degrees of the worst night it has ever had.

On mix design, Ontario uses HL-3, HL-4 and HL-8 alongside the Superpave designations 4.75, 9.5, 12.5, 19.0, 25.0 and 37.5, plus stone mastic asphalt for premium surfaces. For residential driveways, HL-3 or Superpave 12.5 is the normal surface course. Naming it on a quote costs nothing and tells you the contractor is specifying rather than ordering whatever the plant has going.

Asphalt paving questions

What does asphalt paving cost in Ottawa?

Between $5 and $10 per square foot for a standard residential build, which puts a typical 600 to 800 square foot double driveway at roughly $3,000 to $6,000. Thicker builds with heavier granular run $10 to $14. Small driveways cost more per square foot because a crew, paver and roller mobilise the same either way.

How thick should the asphalt be?

Residential driveways generally take 50 mm of surface course, sometimes with a binder course beneath it on heavier use. What matters more is the granular underneath. The City of Ottawa's own light duty pavement section is 50 mm of asphalt over 450 mm of total granular, which is considerably more base than most residential quotes include.

Can you pave in the autumn?

Up to about mid October in most years. After that the low temperatures disrupt curing and compaction. Plants also raise mix temperature to compensate late in the season, which cuts their production by at least 15 percent, and that cost lands somewhere.

What mix do you use?

HL-3 or Superpave 12.5 is the residential surface equivalent used across the Ottawa region, with HL-8 or Superpave 19.0 as a binder course where one is specified. We will name the mix on the quote rather than writing good asphalt.

How soon can I drive on it?

Light traffic within a day or two in normal summer conditions, but keep sharp turning and heavy loads off it for longer while it hardens. Power steering turns on stationary wheels will mark a new mat. We give you the specific timeline on the day based on the temperature.
