Driveway paving in Rockland, outside the City of Ottawa
Driveway paving in Rockland costs $150 to $350 to seal a newer double, $2.50 to $6 per sq ft to overlay an older driveway with a sound base, and $8 to $14 to remove and repave one at the end of its life. Rockland is in Clarence-Rockland, so City of Ottawa access rules do not apply, and Paving Experts Ottawa points you to the right municipal office.

What being outside Ottawa actually changes
Most paving pages written for this region quietly assume Ottawa rules. In Rockland that assumption is wrong, and it matters most on a new or altered entrance.
A different municipality approves it
Rockland sits in the City of Clarence-Rockland, in the United Counties of Prescott and Russell. Entrance approval is a Clarence-Rockland matter. Ottawa's access by-law, its permit fee and its processing time have no application to your property.
We point you at the right office
We will not invent a fee or a timeline for a municipality we do not administer, and neither should anyone else. What we will do is tell you plainly which office handles the approval so you are asking the right desk the first time.
Ontario rules still apply in full
OPSS 310 temperature limits, the spring load restrictions under Highway Traffic Act section 122, the paving season and the curing and sealing intervals are provincial. They apply in Rockland exactly as they do anywhere else in eastern Ontario.
Completed project
Recent Project in Rockland
A finished asphalt driveway with a smooth, even surface from the garage down to the road. The asphalt meets the concrete apron with a clean, straight edge, and the sides follow the curbing along the planting beds. A tight joint at the apron keeps water from getting under the asphalt edge, where freeze-thaw would otherwise start breaking it up.
Who approves a Rockland entrance, and what we will not invent
Rockland is part of the City of Clarence-Rockland, in the United Counties of Prescott and Russell. That changes who signs off on your entrance.
You are in Clarence-Rockland, not Ottawa
Ottawa's access by-law, its permit fee, its processing time and its rule limiting a driveway to a share of the lot frontage are all City of Ottawa instruments. They apply to properties inside the City of Ottawa. Your property is not one.
We name the office, not a made-up fee
Entrance approval goes through the local municipality. We are deliberately not publishing a fee, a form name or a waiting period for that process, because we do not administer it and making those numbers up would be worse than saying nothing.
Which category your job falls into
Repaving inside your existing footprint is a different situation from creating a new entrance or moving an existing one. We tell you which category your job falls into at the quote stage, not after the excavator arrives.
The rules that do apply here
OPSS 310 temperature limits, spring load restrictions, the paving season and the curing and resealing intervals are provincial or physical rather than municipal. They govern your driveway exactly as they do inside Ottawa.
Two housing stocks in one town
Rockland sits east of Ottawa along the Ottawa River and is largely a commuter town. That has produced an unusual split. A great deal of newer subdivision housing has gone up alongside an older village core, so within a short distance you find driveways that are only a few years old sitting near driveways that are at the end of their service life. Those two need opposite work. A newer driveway with a sound base is a candidate for crack sealing at $200 to $500 a visit, or sealing at $0.25 to $0.55 per square foot. An older one with alligator cracking across the whole surface has a base problem, and sealing it just seals a failure in place. We say which one yours is.
Our Process
How a Rockland job runs
1
Confirm the approval path
If the job touches the entrance we tell you it is a Clarence-Rockland matter and point you at the right office before anything is booked.
2
Measure and probe
Real area, fall from the road to the garage, and a probe of the existing base to find out whether you have a surface problem or a base problem.
3
Do the work the driveway needs
Crack repair, sealing, an overlay at $2.50 to $6 per square foot, or a full remove and repave at $8 to $14. Named on the quote, not bundled.
4
Hand over with dates
You get the cure time before first sealing, the reseal interval and the traffic timing in writing rather than a vague wait a while.
Two housing stocks in Rockland, two different jobs
There is a lot of newer subdivision housing here and an older village core where driveways have been in the ground for decades. They need opposite interventions.
Most popular
Maintenance, newer subdivision driveway
$0.25 to $0.55 per sq ft sealing
About $150 to $350 for a 600 to 800 sq ft double
Crack repair visits $200 to $500
First seal only after 6 to 12 months of curing
Resealed every two or three years, not annually
Overlay, older driveway with a sound base
$2.50 to $6 per sq ft
Only makes sense where the base is genuinely intact
We probe before recommending it
Surface cracking, no movement underfoot
The grade still has to fall away from the house
Remove and repave, village core driveway at the end of its life
$8 to $14 per sq ft
Interconnected alligator cracking means the base has failed
Sealing a failed base only makes it look tidier
Excavation, granular in compacted lifts, then asphalt
Quoted by depth, not by the age of the house
The single most useful thing to know about paving in Rockland is also the thing almost nobody writes down: you are not in Ottawa.
Rockland driveway entrances are approved by Clarence-Rockland, not Ottawa
Search for driveway rules around here and nearly everything you find is written for the City of Ottawa. Rockland is part of the City of Clarence-Rockland, in the United Counties of Prescott and Russell, and entrance approval goes through the local municipality instead.
We will not replace Ottawa's numbers with invented local ones. Before a job that touches your entrance is booked, we will tell you plainly which municipal office handles the approval so you can confirm the current requirements yourself. That is the honest version, and it is more useful than a confident guess.
What the freeze-thaw cycle costs a Rockland driveway
Municipal boundaries do not change the climate. Regional normals for 1991 to 2020 put annual snowfall at 231.9 cm and annual rainfall at 757.2 mm, with a January mean of minus 10.0 C. That is a lot of water cycling through freeze and thaw on top of your driveway every year.
Frost damage needs three things present at once: a frost susceptible soil, sub-freezing temperature and available water. The cold is fixed. Much of this region sits on Champlain Sea clay, which classifies as high plasticity CH clay and is the worst category there is for frost susceptibility, and we confirm what is under your particular property on site. So the controllable variable is water, which is why grade and granular are where a Rockland quote should be spending your money.
Season is provincial. OPSS 310 forbids a surface course below 7 C and rising, a binder course below 2 C and rising, and paving on a frozen roadbed or a wet surface. Regional plants reopened in the first week of May in 2026.

Rockland questions
Does the City of Ottawa access permit apply in Rockland?
No. Rockland is in the City of Clarence-Rockland, in the United Counties of Prescott and Russell. The City of Ottawa's access by-law, its permit fee, its processing time and its frontage rules apply to properties in Ottawa. None of that governs your entrance here. Approval is a Clarence-Rockland matter.
Who approves a new entrance in Clarence-Rockland?
Your local municipality, not Ottawa. We are not going to quote you a fee, a form name or a waiting period for a process we do not administer, because inventing those numbers is how people end up misinformed. What we will do is tell you which municipal office handles entrance approvals so you can confirm the current requirements directly with them.
My Rockland subdivision driveway is five years old and cracking. Is that normal?
Some cracking is, and the pattern tells you which. Isolated straight cracks in an otherwise even surface are usually a maintenance job: crack repair at $200 to $500 a visit and sealing every two or three years. Interconnected cracking spread across the whole surface means the base is moving, and no amount of sealant fixes that.
Do spring load restrictions delay Rockland jobs the same way?
Yes. Seasonal load restrictions are provincial, set under Highway Traffic Act section 122, and typically run early March to mid May at roughly 5 tonnes per axle. Ontario's framework runs March to April on Schedule 1, March to May on Schedule 2 and March to June on Schedule 3. Those limits apply to the trucks carrying aggregate and hot mix regardless of which municipality you live in.
