Driveway widening in Ottawa under the 2026 by-laws

Widening an Ottawa driveway in asphalt costs $10 to $15 per sq ft at typical widening sizes, plus a $193 City access permit that takes six to eight weeks. Interlock extensions of 1.8 m or less run $18 to $30 per sq ft and can be exempt from the permit. Paving Experts Ottawa works from the 2026 by-laws.

Four things to check before anyone quotes you a width

Ask which by-law the number comes from

Access By-law 2026-139 took effect on 8 April 2026 and replaced Private Approach By-law 2003-447. Zoning By-law 2026-50 was enacted on 11 March 2026 and replaced 2008-250. A quote citing the old documents is citing repealed rules.

Do the frontage arithmetic first

The driveway may not exceed 50 percent of the property frontage, and driveway plus walkway combined may not exceed 50 percent of total frontage either. That calculation decides the design, so it happens before anything is drawn.

Confirm the setbacks

Driveways must stay 0.3 m from the neighbouring property line. An exempt extension must also stay 1 m from City infrastructure and 1.5 m from a fire hydrant. These are hard edges, not guidelines.

Establish who pulls the permit

Widening beyond 1.8 m needs both an access permit and a road cut permit. Find out who is applying, when, and what happens to your booked date if approval takes the full eight weeks.

The numbers in circulation are out of date

If you search for Ottawa driveway width limits you will find a lot of pages quoting Private Approach By-law 2003-447 and the width tables from Zoning By-law 2008-250, including a widely repeated 3 m figure. Both of those documents have been replaced. Access By-law 2026-139 came into force on 8 April 2026 and Zoning By-law 2026-50 was enacted on 11 March 2026. The current rules cap a private approach at 2.4 m to 9.0 m and at no more than 50 percent of frontage, and the stated reason for the frontage cap is to preserve room for snow storage. The City’s March 2026 Landscaping Education Guide sets maximum driveway width at 6 m in Zones A, B and C and at 50 percent of lot width in Zones D, E and F. Quoting from the repealed documents is how a widening job ends up non-compliant.

The four conditions of the 1.8 m exemption

An extension of 1.8 metres or less needs no permit, but only if all four of these are true at the same time. Not three of four.

No wider than 1.8 metres

Measured as the extension itself, not the finished driveway. Anything beyond 1.8 metres needs both an access permit and a road cut permit, and there is no partial version of that.

Total hard surface under 50 percent of frontage

The driveway and any walkway are counted together against total frontage. That arithmetic decides the design, so it gets done before anything is drawn.

The extension is not asphalt

The one that surprises people most. Interlock, permeable pavement and honeycomb or turf blocks can fit inside the exemption. A narrow asphalt strip beside an existing asphalt driveway cannot, however modest it is.

Setbacks are held

1 metre from City infrastructure, 1.5 metres from fire hydrants and 0.3 metres from the neighbouring property line. Any workmanship warranty is set out in your written quote, job by job.

Soft landscaping and the frontage arithmetic

The City's March 2026 Landscaping Education Guide sets out the numbers that decide most residential designs.

Half the front lawn stays soft

Fifty percent or more of the front lawn must remain soft landscaping, and artificial turf does not count toward it. Ripping out a lawn and laying turf does not create room in the calculation.

Width caps by zone

Maximum driveway width is 6 metres in Zones A, B and C, and 50 percent of lot width in Zones D, E and F. A private approach overall must fall between 2.4 and 9.0 metres wide.

Front yard parking rules

You cannot park in the front yard in front of the front walls of the building. Front yard parking is prohibited outright in Zone A and is allowed in Zones B through F only on lots wider than 6 metres.

Our Process

How a widening job gets approved and built

1

Measure frontage and confirm the zone

Total frontage, existing driveway width, existing walkway width and which zone the property sits in. Zones A, B and C cap driveway width at 6 m, Zones D, E and F at 50 percent of lot width.

2

Establish the permit path

An extension of 1.8 m or less can be exempt if all four conditions hold. Anything wider, or any asphalt extension, needs both an access permit and a road cut permit.

3

Apply and wait

Residential access permit is $193 and takes six to eight weeks through the Right-of-Way office. Road cut permit is $296 per street segment. The wait is the schedule, so it gets booked around.

4

Excavate and build the extension

The new strip gets the same base treatment as a new driveway, not a shallow shoulder of stone. Tie-in at the surface and at the apron is where a widening job is judged.

Permits, fees and planning around the wait

A residential access permit costs $193 and takes six to eight weeks to process through the City’s Right-of-Way office. A road cut permit costs $296 per street segment. Widening past the exemption needs both. Six to eight weeks is the number that shapes the project. Ottawa’s paving season runs from roughly early May, when local plants reopened in the first week of May in 2026, to about mid October, and spring load restrictions of around 5 tonnes per axle run from early March to mid May. An application submitted in June is a job in August. An application submitted in September is a job next year. Once approval is in hand the physical work is straightforward and should be built to the same standard as a new driveway. The new strip needs a proper excavation and compacted granular base, not a shallow trench of stone, because a widening built shallow settles beside a driveway that does not and you get a permanent ridge down the middle.

231.9 cm Average annual snowfall in Ottawa under the 1991 to 2020 climate normals, which is why frontage is capped for snow storage
1.8 m Largest extension that can avoid a permit, and only if all four conditions hold at once
$296 Road cut permit fee, per street segment, on top of the access permit
0.3 m Clearance required between a driveway and the neighbouring property line

What a widening costs

A widening strip is a small job, and small jobs carry a higher rate per square foot because the same crew and equipment mobilise either way.

Exempt narrow extension

$18 to $30 per sq ft in interlock

1.8 m or less and not asphalt
Total hard surface still under 50 percent of frontage
1 m from City infrastructure, 1.5 m from hydrants
Permeable units are an accepted City surface

Talk it through

Ottawa's 2026 access and zoning by-laws for driveway widening

Two documents that governed driveway widening in this city were replaced in 2026. Access By-law 2026-139 took effect on 8 April 2026 and replaced Private Approach By-law 2003-447. Zoning By-law 2026-50 was enacted on 11 March 2026 and replaced Zoning By-law 2008-250.

That matters because a great deal of the advice still circulating, including on contractor websites, quotes the repealed documents. The 3 metre width figure that gets repeated constantly came from the old zoning tables. If someone tells you your driveway can be 3 metres wide and cites 2008-250, they are working from a document that no longer applies.

Under the current rules, a private approach in Ottawa must be between 2.4 metres and 9.0 metres wide, and it must not exceed 50 percent of the property frontage. The City states the reason for the frontage cap directly: preserving space for snow storage. The snow has to go somewhere, and if the entire frontage is paved, it goes onto the road or onto the neighbour.

Why the permit exemption leaves asphalt driveway widening out

The permit exemption for a narrow extension is written around surfaces that let water through. The Access By-law permits permeable pavement specifically so that stormwater is absorbed on site rather than shed to the street, and honeycomb or turf blocks work the same way. Asphalt does the opposite, so an asphalt extension of any width falls outside the exemption and goes through the permit process.

The practical effect is that two identical looking projects follow completely different paths. An interlock or permeable strip on a lot with room in the frontage arithmetic may need nothing. The same strip in asphalt is an access permit at $193 and six to eight weeks of waiting.

Widening and permit questions

Do I need a permit to widen my driveway in Ottawa?

Usually yes. There is one narrow exemption: an extension of 1.8 metres or less needs no permit, but only if all four conditions hold at once. It must be no wider than 1.8 metres, the total hard surface including the walkway must stay under 50 percent of your frontage, the extension must not be asphalt, and it must keep 1 metre from City infrastructure, 1.5 metres from fire hydrants and 0.3 metres from the neighbouring property line. Miss any one of those and you are in permit territory.

Why does a wider asphalt driveway always need a permit?

Because the exemption explicitly excludes asphalt. The four conditions have to be satisfied together, and one of them is that the extension is not asphalt. So a homeowner adding an asphalt strip of any width is applying for an access permit regardless of how narrow the strip is. Interlock, permeable pavement and honeycomb or turf blocks are the surfaces that can fit inside the exemption.

What do the permits cost and how long do they take?

A residential access permit is $193 and takes six to eight weeks to process through the Right-of-Way office. A road cut permit is $296 per street segment. Widening beyond 1.8 metres requires both. That six to eight week window is the single biggest scheduling factor on a widening job, and it is why these get started in spring for summer work.

How much of my front yard can be driveway?

At least 50 percent of the front lawn must remain soft landscaping. The driveway may not exceed 50 percent of the property frontage, and the driveway and walkway combined may not exceed 50 percent of total frontage either. Maximum driveway width is 6 metres in Zones A, B and C and 50 percent of lot width in Zones D, E and F. A private approach overall must fall between 2.4 and 9.0 metres wide.

Does artificial turf count as soft landscaping?

No. The City's March 2026 Landscaping Education Guide is explicit on this point, and it catches people out. Replacing lawn with artificial turf does not help you meet the soft landscaping requirement, so it cannot be used to free up frontage for a wider driveway. Permeable pavement is the surface that actually helps, because the Access By-law permits it specifically so stormwater can be absorbed on site.
